Minutes for March 4, 2015 Selectmen’s Meeting

Selectmen’s Meeting Agenda


  • Call to Order
The meeting was called to order at 7:09 PM.  
Selectman Emery apologized for the late start because the Selectmen were in a meeting.



  • Pledge of Allegiance
Selectman Emery led the Pledge of Allegiance.



  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 25, 2015
Approved 4-0-1



  • Discussion held between 5:00 & 7:00 p.m.
The Solid Waste Manager, the Code Enforcement Officer, and the Recreation Director each met with the Board to go over their budgets.

The Police Chief was in to discuss some issues.  

The Board went into Executive Session at 6:17 PM, per 1 M.R.S.A. 405 (6) (A) on a personnel matter and came out of Executive Session at 6:46 PM.

The Board went into Executive Session again at 6:47 PM per 1 M.R.S.A. 405 (6) (A) regarding a personnel matter.  The Board came out of Executive Session at 7:05 PM.

Michael Robinson stopped in to talk with the Board about a piece of legislation that would shorten the area along the Saco River that would be under the jurisdiction of the Saco River Corridor Commission.  He is going to put together a letter of disapproval that the Board will sign and send up to our Legislators.

  • Review of Projects and Issues
Selectman Santolucito reported attending the SAD 6 Budget Advisory Committee Meeting last Thursday night and plans to attend another one tomorrow night.  He said the budget is nowhere near ready to be finalized.  He mentioned the Board’s Workshop Monday where they reviewed the highway budget and talked briefly about going to the Buxton Budget Committee meeting.  Today when he came in he met with David Anderson and John Myers and discussed with the other Selectmen some of the hardware purchases that might be necessary next year.  He said we are in pretty good shape and it does not look like there will be any major expenditures.

Selectman Harmon attended the Workshop Monday evening.  She said the Board went over their Administrative Budget and she went on to say that working on budgets is consuming most of her time right now.  

Selectman Burns has been in most days, working on budgets and attending meetings. He went to the SAD 6 Budget Advisory Committee Meeting last Thursday night, the Workshop Monday evening, The Buxton Budget Committee Meeting last night and plans to attend the SAD 6 Budget Advisory Committee Meeting tomorrow night.  Selectman Burns said the preliminary school budget numbers he has seen so far before they have even completed it are higher than last year by a considerable amount.  We still do not know what is going to happen in Augusta.  Several bills that have been proposed can change a lot of things so it is too early to know what the final numbers are going to look like and how it is going to effect us.

Selectman Emery talked about the Workshop Monday night and said it went well.  The Selectmen went through the highway budget and then their Administrative budget pieces.  They got a lot of things out of the way and the only budget they have left are Police and Dispatch and they are expecting that tomorrow.  He said right now everyone is focused on budgets.

The Selectmen briefly discussed releasing Greg Heffernan’s, Tashia Pinkham’s and Fred Farnham’s budgets and agreed that as soon as they bring back the pages with adjustments the Board agreed on it is okay to release them to the Budget Committee.  They also talked about reviewing John Myers’ budget as soon as he finishes the retirement part he is working on.

SAD 6 Budget Advisory Committee Meeting Thursday, March 5 at 6:30 PM at Central Office


Twelve Town Group Meeting Monday, March 9 at the Waterboro Town Hall at 6:30 PM
Buxton Budget Committee Workshop Tuesday, March 10 at 7:00 PM

The Selectmen talked about having a Workshop Monday or Tuesday.  They decided to have the Workshop on Tuesday, March 10 at 4:00 PM to meet with the Fire Chief to go over the Fire-Rescue and EMA Budgets.
